Do you have a site or resource I can use to learn? What program do I need?
Depends. You can use Gimp or the Adobe's Creative Suite.
I use CS2 which you can get for free at the adobe site along with the greycstoration plugin peto made for 32-bit photoshop.
You can get greyc here - forum #2007
The download link should be updated for greyc.
You can get CS2 from the adobe site. It's only about 330mg and the key is right there with it. Just extract the greycstoration zip and place it in the plugin folder.
