Well I am curious and have had no luck on image search. Anyone know where it is from or what is going on in it? (Shows one girl pointing a knife at a chibi character in a "unfriendly warning" way)

admin2 commisioned the very talented toni to create it when the site changed from oreno.imouto.org to yande.re, see parent:210817
It's a play on the banner from the oreno.imouto.org days (post #159440) and on the original banner when the site was moe.imouto.org (post #1868)
