Your deletions has already enabled them to troll freely yet again (they use dynamic IP addresses, so adding individual IPs won't help at all (not to mention the next user that got assigned that IP address will also get the effect you mentioned), so I have no choice but to add them (back) whenever they use an IP address within a new IP range (will shorten the banning duration though)).
I knew they use dynamic IP addresses and I knew they're from Korea Telecom (because the legitimate user who complained to me *is* from Korea).
The main point is, do not ban B class section (x.x.0.0). That's ridiculous. You can try to ban C section at most.
