The main problem is, there's no proper mechanism to prevent bots from creating accounts with a random/fake IP address and then use it to spam automatically.
Alright, but it would still be nice to have a feature like that on hand in case Checkmate isn't around.

If that also includes preventing new users from flagging post for deletion until X days has past then sign me up. New user shouldn't have that kind of privilege right off the bat.
