Yes, having red eyes just means you lack any color pigments in your eye, and therefore the blood takes the color instead, hence red. It's commonly occuring in Albino's.

But then again this is anime, and have nothing to do with reality.

The iris surely will not.

Heterochromia is very rare. Typically seen with one eye green and the other blue. More often and seen in cats or dogs than humans
