You can’t say she’s not undressing, here: she removed her skirt and undid her ribbon. The fact she has stopped for the photo doesn’t count.

What you said are past tense (i.e. half/fully undressed), NOT undressing's present tense:
When someone is taking off (or putting on) their clothes.
As long as no one is pulling any clothing on/off, it's NOT undressing.

And any speculations of "she will continue to put on/off her clothes after this shot" is just purely original research.
