the law is very ambiguous even judges couldn't define.
thus someone's random idea took place the law and people include police believe it.
even there are no pragmatic reason, it's common sense in Japanese.

Actually, this kind of censoring is the best. Yes, it's annoying that this sort of stuff gets censored, but it's the law in Japan, so the artists have to whether they like it or not. And yes, this particular sort of censoring seems quite pointless. However, it censors far less than many of the other methods. So really, this is the best that they typically get away with, and we're lucky when they're able to get away with such minimalistic censoring rather than big blobs of pixelation, or big shiny areas, or any of the other, far more intrusive censoring methods out there. The stupid strips here censor far less and, personally, I don't think that they clash with the picture anywhere near as much as the other methods.

I actually voted on something like this...surprising. Usually I don't...but this time it's because her face is well done and not messed up like many others I've come across.....so one star from me.
