First of, keep in mind that for manga art there is no such thing as 'AGE' Secondly for me and for many loli fans out there, the limit goes for a flat chest and child body :P Then granted there is girls with adult body and still flat chests but those are called by other things, like hinnyuu or petanko :P

If it looks 'loli' it should be tagged as such.
