i think if we don't have the png version, you can fix the larger version(jpg)

Use the "best" version available, which is the full size version.
As far as "always" saving as png goes, I'm sure someone will call me git for it but, you can get away with highest quality (level 11 or 12 in photoshop) jpeg if it is already a jpeg and it doesn't add artifacts. It's pretty much a mortal sin screwing up a png that way.
In short:
Don't make it worse (artifacts, photoshop screw ups, excessive cropping etc) when you're trying to improve (fix, stitch, colour adjustments, filtering a scan etc) the image.
