Sure it does; there's more than one user, and they're browsing different things. Splitting an index's thumbs for a single user across three widely separated servers isn't going to make it faster; the page load is bottlenecked by the slowest to you.
(There's no interface in the code for picking servers based on the user or his IP. I don't think it's needed.)
