A lot of the 'fixme' scans are simply not fixable. Do you think that the users will be able to identify scans which can be fixed? Seriously?
I think a lot of finer details of tagging will always be lost on casual users and it'll always be up to people who care about particular classes of tags to maintain them.

And--I've been doing this for a while--remove fixme when the image has been fixed, so you don't have to wade through already-fixed posts when searching fixme. (This is why there aren't crease->tagme implications, etc.)
(No need to use fixme when something's not really fixable, like jpeg_artifacts and blurry.)
Watermarks could probably qualify for fixme tags, too...
