I don't know if I'm missing anything, but is there a 'rating history' similar to 'tag history' ?

Would prove handy.

Indeed.... If users come here just to fool around, i'd be great to punish them in some sort of way.

How about temporary bans or similar?

Or at least make a comment on why they find it questionable/explicit.

No there it isn't. There's a wiki history on the works (per user)
