Pantaloons are generally worn in place of pantsu - at least historically, so I'd think lingerie is more accurate than bloomers, but I don't know that it would get the desired results. I've just been using lolita_fashion where appropriate, which is most of the time anyway.
The problem is that what I want to see depends on where I am ;) If I do a search for lolita_fashion - I generally don't blacklist any ratings, but if in some company I may want to do lolita_fashion rating:s - which tends to bring up some slightly questionable images.
I agree - not all pantsu is rating:q - depends on whether it's the focal point, or what is happening in the pictures, etc. If you can see it in the Sears catalog (for those of you who know what that is) it's probalby rating:s, but if it would push an anime to the TV-14 rating, I'd call it rating:q
