IMO, reposting lower-res versions of scans is fine; most boards aren't looking for scans like these. If I uploaded a scan from here to another board, I'd probably resize it to a resolution typical of the board, and if a board has mostly 100k pictures and I upload a 3-meg one, I'd expect to get justly yelled at ...
An svn would be nice, better than coding against trunk and then having to merge, but probably no big deal.
