Her face features are sharp, not round, no puffy cheeks, no baby fat here and there on the face and body. I'm pretty sure some guideline on how to intentionally draw a loli would run on ideas such as those. Flat-chested schoolgirls aren't what decides the loli factor.

As per the wiki says:

This tag implies sexually explicit or suggestive (not safe for work) art works of girls who are or appear to be preadolescent. Please note it doesn't matter whether the character is canonically of age -- if they look like kids, they are loli for the purpose of tagging.
So, as long as she seems to be a loli, the tag must be added. Even if she’s not. And for me, she looks like a loli enough.

And if not as in this case, https://yande.re/post/show/973202 where Neru is petite flat chested, or even in the background.

Please don't do it. A lot of good Blue Archive work gets blocked for those of us who also blacklist loli.

Just blacklist “rating:e loli” (as it is preset by default, if I remember well), not just “loli” (which must be added for Questionable posts, not just Explicit). But don’t mess with tags just because you don’t want to unhide hidden posts by your profile’s blacklist settings.
