Pixiv tagged as "becoming an adult" so thats mean She is Nahida, not Rukkhadevata.
Nahida and Rukkhadevata is different person.

She is most definitely Rukkhadevata, the hairstyle, the braid over the shoulder and the streaked white/green hair, all are consistent with Rukkhadevata's design.

Two examples of Nahida aged up but not being Rukkhadevata: this and this. Notice how in these, the hairstyle is more similar to Nahida's.

Pixiv tags aren't always consistent, some Rukkhadevata pictures have the name in the title, but just tagged Kusanali by the artist. This one, though, actually does have the Rukkhadevata tag.

As for tag, we can tagging and remove some tags on pixiv.

Danbooru uses both tags when tagging Rukkhadevata, I haven't really questioned it. But if you want to keep the tags separate, then remove Nahida's tag.

Also, you are right, the tags can be edited: I removed the 'become an adult' tag from this image's pixiv as it caused the initial confusion.

Nah, thats bit confused. The artist tag it as Nahida, but someone adding Rukkhadevata tags. If we following artists purpose, then I will remove Rukkhadevata tags.

Judging by the character design, that's the wrong tag to remove, but its upto you. Maybe having someone else chime in and provide their opinion would be best.
