Also, no no_bra for topless characters.

I've reviewed the definitions: Stockings are thighhighs held up by a garter belt. A garter is a thighband, not a strap part of the garter belt.

The stockings tag is for thighhighs that are held up by something else, NOT talking about the straps NOR the belt:
Thighhighs that are not held up on their own, held up by garters or the straps of a garter belt, bustier, or other lingerie.
Which means the tag is also NOT limited to thighhighs held up by garter belts' straps. However, garter_belt is ONLY talking about that horizontal belts themselves but nothing else. So, add the "stockings" tag only if you can't see the horizontal "garter_belt" in an image.

As for garter, it should ONLY be added if it can be removed separately (which is NOT the case in this image) but NOT fused to the thighhighs themselves.
