The stairs look divided into three sections, middle one being a slope rather than formed by steps.

Wait, they put the slope in the CENTER ? far from the side rails? that's looks pretty dangerous, especially for a wheel chair person O.o I got both of my legs working and I prefer walking on the side of a stair case, where I can grab on the rails if I trip or anything

The slope is actually intended for bicycles. It allows you to walk up the stairs while pushing your bike up the slope. I've used them quite a few times myself!
