I don't know much about vector tracing, but those lines are definitely scanned ink lines. She could have done her cel shading with the pen tool though that doesn't make it a vector either. :O
that's a vector, not just the brush textures that midzki just showed, but there are other tell-tale signs too... although now my eyes hurt from being forced to look at a naruto picture >_<; however i'm interested to know how the gradient effect on the headband was done, is it some kind of gradient mesh?
