Well, I always had a headache about this. Because it seems that many users do not follow the existing regulations. At least according to howto:rate page and my experience it can be rated as safe. And please let me know if these regulations have changed, or tell me how to judge the degree of breast exposure accurately.

For me, it's OK as long as the exposure of a breasts is around 2/5 (except if areola is also exposed, for example).
Some users may tolerate a higher exposure level, but something like post #1061833 (proportion of the clothing covering the breasts is way too low), or post #1061781 (the exposed area "surrounds" the piece of cloth) are definitely no for me. (Same goes to underboob)
