She is loli because of the appearance of the rest of her body, the breasts are rather larger than your average loli too - perhaps an early starter or someone with short parents.

It's common for most Japanese artists to undersize the areola. Most seem to forget that it scales with size of the breast. As SciFi points out, it's the whole breast which is above average size.

Wrong. Xd it's just that it makes the rating:explicit and censorship issues a lot easier to bypass. ; )
