No, Daisuke didn't announce anything. He only stated he is interested in making a new HD GG game in 2D (no more GG2O stuff), but so far Arc System Works won't do it because they're now focused on BlazBlue.

What the hell is TVTropes?

IGN, Gamespot, Dustloop (liek... the biggest Arcsystem Works source on the internet) and others mentioned this, but NONE OF THEM CONFIRMED THAT THE GAME IS IN DEVELOPMENT.

Daisuke only stated he's been planning to release a new GG in 2D. Also he said there was never any issue with Sega that prevented them to keep on doing Guilty Gear. The main reason ASW didn't do it: Blazblue.

tl;dr version: Confirmations about a new 2D GG being developed right now = scam.
