I'll tag this as Chen.

If anyone can navigate Pixiv's website and know what character the artist state this as if it isn''t Chen, then remove Chen and tag the appropriate name.
(Same for the artist name to take over "tagme".)

It's not Chen. I've had a bit of a look and it seems to be somewhat related to Greenery Day (some Japanese Holiday on May 4th). Possibly some sort of tanuki mascot for it? That's about as much as I can work out using babelfish.
