Selective gaussian Blur, 8px radius @ 15 delta should finish it reasonably well
What you see here is the result of 3px radius gaussian blur plus a little adjustment on the contract.

with a normal scanner, set line textures of the print vertically against a light bulb of a scanner. but the best way is scan it with a Epson perfection V600 scanner witch kills line textures

lol, now I find Epson lover on Imouto... I trust my Canon LIDE90, and you may find LIDE200 as an updated version. Btw, this is not scanned by myself, I just found this in the package of BD booklets.

Anyway, I checked the origin post #130657. the author just paste the ink-painting sakuras without fixing the edges... kind of odd... but with the texture of the damn paper, no one would notice the details~ the cover designer is a genius!

I also use a Espon scanner too. I've yet to try that technique though.
delta is a measure of difference. It's the setting from GIMP.
