Please read the tag description before you do that again, it was tagged correctly, it says:

The opposite of topless. Used for images where a character is not wearing lower-body clothing (ie pants, skirts, etc), but is still wearing some form of upper-body clothing. In the case of a one-piece swimsuit (and similar outfits) it is when the clothing does not cover the crotch.

A image can be tagged bottomless if the character in them is wearing panties or a swimsuit underneath their clothing. An image maybe in addition be tagged with nopan along with bottomless.
You can find the tag description by clicking on the ? to the left of the tag name. I've already added bottomless back.

OK, fair enough, I edited the tag description to clarify that the two shouldn't be used together so others won't get confused in the future. （￣～￣）

I think the idea is a girl who's wearing a blouse, but no skirt. Even if she has panties on she'd still be "bottomless" because her skirt's removed.

I got it, but actually we only tag the images includes such things as "pantsu". So I think we should edit the wiki article.

What I was referring to at that time (2 months ago post by the way for reference up above these comments) is where do the person who tagged Parsee is shown in this image?

The answer? Parsee is not in this image - tags have been corrected.
THAT is what I was referring to at that time.

Hmm, seems bottomless now is more like just "no_skirt".. That's what I don't know >_> (I thought it means nopan+no_skirt before) Then I think nothing wrong that tag a image with "topless + bottomless".. because it doesn't equal naked.
