Should this be rated questionable?
I can't help but feel it might need to be pushed up to explicit...
Any thoughts, anyone?

I'm probably wrong but,
Explicit is stuff you wouldn't want your neighbor to see you looking at. Stuff that isn't acceptable to be seen in society
Questionable, while not being 'safe' isn't explicit. You might take your kids to the beach and see women in bikinis.

So this image would be explicit because it has a naked child. I know I wouldn't want my neighbor to see me lookin' at this...

I would have to agree with naked flame, I'd say it's questionable. (But I guess everyone has what they think is safe, questionable, and explicit.)
But then again, navyark is correct on the 'Neighbor' bit.
Ah I got it, I'd rather have someone accidentally look at this then a fully nude picture.
Questionable for me.

Explicit to me is nudity or something very odd, this is just loli.

I wouldn't have a problem if it was just 'normal' loli.
It's just that 'normal' loli doesn't appear very realistic - while this does appear to be realistic.
This is why I'm questioning it.

it can be explicit, but I think questionable is more suited.
