She is nell, an character in Pangya :P or rater an new loli, even younger then kooh. Yes playable character.

Worth to mention she only released on the JP server so far ( yesterday to be exact )

Can you choose which server to play on, or do you have to play on the server for your own region?

Wow, when I heard of a new character on Pangya, I thought it was a male.
Well creating an account on JP server is quite complicated and I don't think you'll be able to do it without tutorials. Either way you still have Ntreev's Pangya.

Another twintails loli?... Pangya team needs more creativity...

I downloaded and started an account on the North American server anyway :) Though it won't let me choose a girl character. I'll have to check the FAQ and see if I need to lie and say I'm a girl or if there's a way to get a girl in the game another way. If someone knows can they PM me please? :)

You can buy Kooh for +29k pang or 15$ :P your choice LOL But there is many more chars then her.

Yeah I played a bit - but Kooh isn't available yet - must have to level up more

She's available just have to check the shop in the very first "TAB" in package.
