Perhaps they used Paint in the process (I've seen it used often for text) or maybe they're just messing around? I know that the artist uses SAI for most of their work...
In theory you could do it, but you'd have to be insanely patient.

Maybe they actually used Paint.net, which is much more capable (and has a quasi-official MS stamp since the only remaining developer of it is employed by MS). This could probably be done in Paint.net pretty easily. See here: http://en.wikipedia.org/wiki/Paint.NET

At least the line work of post #154731 was all done by pencil though.
This can most definitely be done in MS Paint, the Windows 7 version.
