No, It's a bit hard to explain. An independent artist created BRS character designs and these were seen by the leader of the vocaloid band project supercell. He liked the designs and they worked together to write a song around the character. The song inspired the members of the animation studio Ordet and they made the 50 minute OVA Black Rock Shooter. This became very popular and generated a lot of fan-art like this piece.
So basically she's a fan made vocaloid character.
