i wonder what's the difference from toilets in what you said (i don't know where are you from). does it in your countries haven't the "mid section" of covers? btw i'm in japan.

Nope, nope, I think almost (if not all) the toilets have the mid section. In some places, though, they don't have the cover. Or they just don't put it, like on public washrooms or schools.
It's just usually is the same colour I guess. I guess it depends of the models and stuff.

well, (as what oilman said) the green one is a "cover of the toilet seat" (便座カバー). it's widely used in japan, however.
