They Sleep together in the anime so I would say they are married and have a adopted girl. So... yeah they are a cute cupple! ^_^

The Vivid Manga indicates a different view: When Fate was taking a bath, Vivio and Nanoha joined, which made Fate quite nervous. Seeing that I would asume it's safe to say Fate is yuri - tough I'm not sure if Nanoha thinks much about that.
