It's a blacklist tag, and there's a nude loli in the sequences, so it gets tagged with loli. That doesn't mean it's the first thing people thought of, it's just that many people overreact to images of nude lolis (and shotas) so the tags get applied to anything potentially offensive, just in case. (And nude loli generally qualifies.)

But this nude is so artistic that it doesn't even feel like loli... At least for me. Nude is rather common in art, and in this case it's more for artistic nude than loli... Not to mention there are few details and the girl's nude isn't in highlight. Is this tag really appropriated?

Yes. Because she's NUDE and a CHILD.

It could have been done without the nudity, and been safe for all viewers. Overall, it's a very nice picture.
