In some sense yes.spoiler The JPEG artifacts I observed were all 8x8, which means no part of the image was rotated, shifted or scaled after the very first JPEG compression.
But no. This is not a digital original in my opinion. spoiler The background was scanned or generated and saved as JPEG. And then the white building on the left corner, the character in the center and those circles were added with Photoshop or similar software.
To see what I saw, spoiler you just need to resave it with JPEG quality 99% and then compare then pixel by pixel. The resulting image (an binary image: 1 if two corresponding pixels are different, 0 otherwise ) will show different pattern around the lanterns, rectangles and those objects stated above. Or if you can find, use 99% ELA.
So if a paper_texture thing is re-saved but not removed, should we not add it?
spoilerBesides, the highest quality version on this site is 86% JPEG(and resaving makes visual quality even worse). The artifacts stand out at 200% zoom.
In one word, I propose that we add paper_texture and jpeg_artifacts tags.
