loli tag only applies to looks, if somebody draws Azusa in a way that makes her look like a loli, she gets tagged as one (there are also characters that look like little girls but are over 100years old according to story)

pretty much. appearance takes presedence over actual age since the term is usually used to describe the fisical trait rather than an age
