and also "if they look like kids, they are loli" she does not look like a kid to me.
This is why I ask why it's loli, it doesn't seem to fit the description of loli as the policy describes it.

Even with the policy, it's subjective. Personally, I wouldn't have marked her as loli, but she's borderline enough (particularly with the way the combination of the angle and the cream doesn't exactly give you a very good view of how large her breasts are) that I can see why someone would mark her that way.

That's another picture of the same girl (carlyle mel). She's definitely does not look like a loli character. So should the tag be changed here?

I suppose the girl IS preadolescent. So when I evaluate "the girl is preadolescent" OR "the girl looks preadolescent", I get TRUE OR FALSE and thus TRUE.
