As I understand it, the laws on censorship aren't terribly precise (just look at the varying levels of censorship on the censored images here). They restrict the sale and distribution of "obscene" materials but don't really say exactly what that entails. For instance, sometimes pubic hair is considered too obscene and is censored, and in plenty of other cases, it isn't, even in live action porn.

I expect that the artists generally censor what they think that have to censor to get away with it. And I don't believe that anuses are always censored, even when fairly heavy censoring is used, but it definitely varies.
