30s before, I opened the site with a Japan IP.
BTW, you can try to access the author's [pixiv] homepage: http://www.pixiv.net/member.php?id=22419
or google the author's name "和遥キナ" directly.

Is it GFWed by our country or banned IP outside Japan itself?

pixiv never banned other countries and i dont think it has been gfwed (at least before).

I mean the site in picture, bottom left corner has a web site called http://kazuharukina.info/ , not pixiv.
