Well assuming she follows the typical Lamia design and her area is not covered in scales, she would have a proper place to stick it in, under that dress. Otherwise, if the scales go above the area you might expect to find a place to enter, female snakes do have something of an area(kinda a flap type thing, google it) with which for male snakes to extend their organ into for procreation. So, there is no reason it shouldn't work, probably.
