I usually use PS to resize it by default settings. I just change the dpi and it will auto resize for me... I am not sure if it used bicubic or not..

Well, can't expect everyone to know about it I guess.
Default PS resize bicubic auto method will sharpen the artifacts.
Bicubic enlargement kiiind of avoids it but it's best to use a 3rd party program that has lanczos method.
