The problem is that this is a scan of a tiny card and that you were trying to filter it at 600dpi instead of 300.

alright, I will try to do it next time, I just want to keep the resolution. thanks for fixing
Just because you can scan it at 600dpi doesn't mean it was natively printed at 600dpi. You're basically trying to fix an image that was bicubicly enlarged to 200%.
(Most of these stuff are printed between 300-400dpi.)
We only scan at above 300dpi to avoid moire, and then resize back down when editing.
