Whether that's the origin of the design I don't know. The shoulder pad, neck collar, decoration and such.

Except this is using the exact same color palette. Pink hair, Black vest, red bottom, socks&shoes, even the blue fucking eyes. Also this is based on an eroge and there is also an eroge that copied off Saber's design, which is safe to say this is not a coincidence at all.

Of course, I was referring to the palette. For example, not every seifuku design look similar to me...
