No idea what's going on but shimakaze doesn't seem sad, tears of joy maybe?
And while I don't know what amatsukaze is up to, I guess the heart shaped smoke indicates something positive.

Shimakaze and her model-type was the only ship that was made.
This means she does not have any sister ship like others.
But since Amatsukaze joined the fleet that was Shimakaze's proto-type, this make she did have sister
and Shimakaze was not alone that making her having cry of joy.
Also, on her headbord, it is written [will make a friend!]

It seems to me that Shimakaze and Amatsukaze were having tea. Then Amatsukaze offered to give Shimakaze a shoulder rub to which she, Shimakaze is extremely happy about hence the tears of joy.
