Probably because our current tags ease to find big sexy girls while artworks like this usually have only two or three descriptive tags.
To describe images like this which feature a lot of elements and detail apparently requiring a lot of artistic effort, a tag such as "clutched" or "artsy" (I can't think of a better word) would be necessary but that would be subjective.
Landscape helps in part.

I did suggest artistic style tags (i.e. watercolour) but no-one seemed interested.

I thought about this again and I decided I'd look at the zerochan tags since that board has the most unnecessary tags ever... But I like how some of them are really descriptive.
