You may know this already, but the ones you might mean are Contributor level users. Their uploads do not go in the mod queue.
That said, I feel sorry for post #305499. A bit low-res, but it deserved to be here.

We simply do not have enough mods to check every upload. The mod queue allows us to thin out the amount of lower res uploads. I'll say it again but we should try to concentrate on high-res/high quality images (But I'm as guilty as others)

Actually, one important reason we have resolution limit is to exclude those pixiv images. Otherwise, they will just flood out everything else. You can just go pixiv directly or use danbooru..
