I don't know how frequent lolis where sexualized 'back in the days' as I've only watched anime actively for ~4 years but I still often see little girl service that'd create awkard situations if someone walked up on me while watching it (Which does happen sometimes. Lolis, even if they get mildly sexualized, don't ever get featured in really lewd ways. Even Kaleid Liner cut out the lewd and service shots/panties/cameltoes/etc. That's nothing like what we get from older girls.
And Mahou Shoujo Nante Mou Ii Desu Kara is a few, 2 minute shorts, not actual series.
Lolicon has pretty much died in TV series, even cartoons sexualize little girls more.
