Then it's extreme loli (and likely why it's also tagged with extreme_content). Certainly, as far as the tags go, if the girl appears to be preadolescent (which toddlers obviously are), and the image is questionable or explicit, then the image gets tagged with loli. Now, in terms of the term lolita and what that normally means, a toddler couldn't possibly qualify, because they wouldn't act in a sexual manner, but that's not what that tag is for. It's so that folks can search for or blacklist questionable or explicit images of girls who appear to be underage, and this image obviously qualifies for that.
This image also has both gender versions. Gotta admit, it's mind blowing how much difference the genitalia makes in how I perceive the face and body as well.

Well, I would have said that the child was clearly a few years old at most, so if toddlers are forbidden, I'd say that this image should definitely be deleted, but that's for you and the other mods to decide. Regardless, if the image is on the site, it needs to be marked with loli.

Furthermore 幼女（ようじょ/Youjo） is 1 year old till entry to primary/elementary school. 婦人(ふじん/Fujin) at 20+ years old. So unless the definition of toddler changed I'm pretty sure 1-6 years old is within that range.

I'm going off by pixiv definition really. Technically there's like three ways to say little girl in the literal sense but context and usage is different.
It's a funny thing... I distinctly remember being the one who flagged this for deletion a few days ago, but all the comments were deleted and the pic was unflagged. And now look, here we are a few days later and suddenly it's deleted...
