we need a tag for whatever the 3d effect here is called

IIRC it's a SAI or PhotoShop technique. But I think "3D_filter" is a good name.
Yikes, that effect is hard on the eyes. It reminds me of that horrible effect that they kept throwing in the strike_the_blood anime for no reason, and it looked horrible (though that had more of a greenish tint to it). And this would probably be a pretty good image if it weren't for that effect...
Why does you call it "3d effect"? Isn't it just mimics chromatic aberration?

it looks like the effect used give images the appearance of 3d when using those coloured 3d glasses. having googled it, it seems to be called "Stereoscopy" in general, or a "Stereoscopic image".

example

"anaglyph" its called an anaglyph
https://en.wikipedia.org/wiki/Anaglyph_3D

Anaglyph 3D is the name given to the stereoscopic 3D effect achieved by means of encoding each eye's image using filters of different (usually chromatically opposite) colors, typically red and cyan. Anaglyph 3D images contain two differently filtered colored images, one for each eye. When viewed through the "color-coded" "anaglyph glasses", each of the two images reaches the eye it's intended for, revealing an integrated stereoscopic image. The visual cortex of the brain fuses this into perception of a three-dimensional scene or composition.

so, does this warrant a new tag or not?

Don't think so. Even Danbooru has twenty-something of these only.
