IIRC it's a SAI or PhotoShop technique. But I think "3D_filter" is a good name.

Yikes, that effect is hard on the eyes. It reminds me of that horrible effect that they kept throwing in the strike_the_blood anime for no reason, and it looked horrible (though that had more of a greenish tint to it). And this would probably be a pretty good image if it weren't for that effect...

it looks like the effect used give images the appearance of 3d when using those coloured 3d glasses. having googled it, it seems to be called "Stereoscopy" in general, or a "Stereoscopic image".
