Well, it’s not really her shirt that is open, but her sweater… This tag is not very accurate, here. Should we remove it?

According to the wiki, the tag is NOT restricted to shirts only: https://yande.re/wiki/show?title=open_shirt
This tag can be also used for open robes (yukata and kimono), bodysuits that have been unzipped, and other types of clothing that are opened in a similar way.
So, added back the tag.

It's definitely not restricted to shirts, but if you still have other clothes under that (other than bras) I don't really think it counts.

I’m okay to not restrict the tag for shirts only, but if I see this tag for a picture where I see clearly that the character has a shirt fully buttoned, I’ll think there is a tagging mistake.
So, it’s better to not add it in these cases.
