Character is not depicted as loli in canon, the artist doesn't use the tag for loli or anything close to it, she can't be misjudged as a loli from the picture, based on the proportions she is taller than the average adult woman, and her breasts are not small, those are (japanese) C cups.
I think the loli tag is not justified on it.
I removed loli since she isn't doing anything explicit here.

Loli is a subjective tag and is used for explicit purposes.
Her face and body drawn here looks loli but still she isn't doing anything explicit here.
(Tag on Pixiv does have R-18 in it but rules are a bit different here.)

Yeah, for better or worse, what matters is what she looks like in the pic, not what age she's actually supposed to be, and she does look loli here. And questionable pics are included, precisely because the main purpose is to make it possible to blacklist images that show overly young girls in a manner that many would find inappropriate (and potentially illegal, depending on how strict the laws are where you are). But since safe images are... well, safe, they don't need the loli tag.
So an adult body with a cute face is now "looking loli", got it.
I guess I will never understand what some people thinks loli is.

Eh, I think your view of what makes an adult body is skewed. Using a graph of this nature and your index and thumb to measure her head you can find out that she has not much adult proportions at all in this illustration. At max her body is like 4 heads long.

Also, like Kalessin said, for the purpose of tagging with loli it matters not what age the character is canonically but how they are portrayed in the specific artwork as can be read here: https://yande.re/wiki/show?title=loli

No, I'm talking how I do, because I was getting treated as if I didn't know the definition of what constitutes as a loli, and I was being made a fool on purpose in a very arrogant manner.
I stated my view and the artist's take on the picture, and he replied in that kind of passive aggressive manner. Later he proceeded to use a very atypical anime style chart, and even lie about her body length just to find new ways to qualify a girl, who I assume not many people would consider loli, a loli.

So while my style has also become quite stubborn on the topic, I only did it in reaction to that condescending tone.
Finally, last time I checked relatively big breasts and normal height weren't loli features. Let me ask you this, how do you think those are not important here?
Well, it's obviously subjective, and her chest certainly isn't flat (though it isn't exactly huge either), but her dimensions and face definitely look loli to me. She doesn't look even close to being an adult in this pic. The only thing that makes it look like she might have reached high school age is her chest, but there are plenty of pics on this site which are marked with loli when the girl doesn't have a flat chest, and the rest of her looks very loli to me. But obviously, we really don't have an objective way of measuring that, especially since we're going off of appearance within the pic and not the character's actual age.

But I think that we should err on the side of marking pics with loli when there's a question.
