They're clearly not, and you can't actually tell things like nopan on no_bra from what we can see in the image. So, the tagging on this image was a bit over-agressive.

At least it's no_bra, because her areola are visible under her clothes, unless you're telling me her bra is on that erect nipples; and it's nopan, because there're no strings or straps (of pantsu) under that translucent outer clothing.
